日本東京都中小學教師評鑑制度之探討

本文旨在探討日本東京都中小學新的教師評鑑機制,並對國內提出以下建議:一、調整公教分離後教師身分的正確認知;二、引發教師對評鑑正確的認知,建立起對評鑑的專業信任;三、教師評鑑要連結教師專業發展系統的建構;四、建置適切的激勵制度來支持評鑑的變革;五、評鑑方式可多元化但要給予教師自主的專業尊重。
This study examines the New Teacher Appraisal System utilized by Middle and Primary schools of Tokyo, and then offers suggestions related to teacher evaluation in Taiwan as follows: (1) Build correct concepts for improving teacher evaluation of teacher identity, especially after teachers are differentiated from public servants; (2) Enhance the confidence and trust of teachers in the evaluation and the appraisal system; (3) Connect the teacher appraisal system with the establishment of a teacher professional development system; (4)Develop incentive programs to support possible changes in evaluation; (5) Diversify evaluation methods and respect teacher’s professional autonomy.
