美國公立學校品質常遭詬病，都會地區教育問題尤為嚴重，也成為其他市政 問題的成因，為了改進教育品質，改善都會地區的經濟情況與人口結構，最近的 改革，從教學或教師為焦點的研究，轉而為「治理模式」的探討。本書乃以市長 中心模式為探究核心，採個案研究方式，針對市長中心模式治理的都會地區改革 經驗，進行分析，並提出其面臨的問題與挑戰。
